Abstract

본 연구는 1987년 이후, 386 세대를 중심으로 형성되어 온 한국 사회의 정치권력과 부의 불평등한 축적 과정을 ‘한국형 위계체제의 구조화/제도화’의 과정으로 파악한다. 이 과정을 분석하기 위해, 첫째, 이 글은 386 세대가 ‘권위주의적 발전주의 국가’에 대항하여 시민사회로부터 국가를 점유해 가는 ‘점유의 정치’(politics of occupation)에 주목한다. 둘째, 이 글은 세계화와 함께 격화되는 시장경쟁에 대처하기 위해 자본의 주도로 기업조직과 노동시장에 수립된 ‘위계 체제’와 그 체제 하에서 최대 수혜를 입은 386 세대의 ‘기업 내 권력’에 주목한다. 이 연구는, 이러한 두 과정을 통해 한 세대가 다른 세대에 비해 더 내적으로 응집된 ‘세대의 권력자원’을 시민사회, 시장, 국가를 가로질러 수립하였고, 이로 인해 세대 간 불평등이 증대되었다고 주장한다. 이 주장을 검증하기 위하여, 본 연구는 386 세대가 공식 시민사회조직과 국가의 선출 권력직에서 여타 세대를 압도하는 권력자원을 축적했음을 자체 수집 ‧ 가공한 데이터를 통해 실증한다. 또한, 386 세대는 기업조직의 최상층 리더쉽과 상층 노동시장의 자리들 또한 불균등하게 점유함으로써 시장에서도 ‘세대 권력’을 구축했음을 보여준다. 이러한 국가, 시장, 시민사회를 가로지르는 386 세대 네트워크의 권력자원화는, 결국, 386 세대의 더 긴 근속년수, 더 높은 소득 상승률과 더 오랜 최고소득 점유를 통해 청년 및 노인 세대와의 세대 간 불평등을 심화시켰다. 필자는 386 세대의 등장과 함께 구조화된 한국사회의 지배‧ 관리‧ 수취 체제를 ‘네트워크 위계’라는 개념을 통해 이론화하고, ‘세대 간 형평성의 정치’를 촉구한다.

This study identifies an accumulating process of power and wealth led by the ‘386-generation, so-called the generation of democratization’(D-generation, hereafter) as a process of structuration and institutionalization of the ‘Korean-style hierarchy system.’ For this identification, first of all, this article highlights D-generation’s work of the ‘politics of occupation’ by gradually occupying the state from being the leaders of the civil society. Second, this article underscores the ‘hierarchy system’ established in the labor market and the firm organization by capital to confront the market competition, intensified withglobalization, as well as the ‘power within the company’ from D-generation, who has been the beneficiary of the system. Through these two processes, the D-generation was able to establish more internally cohesive ‘generational power resources’ across the state, civil society, and the market. To test these arguments, the study shows - through analyzing original data sources and various survey data - that the D-generation has accumulated more social and political capital than other generations in civil and political society. In the labor market, the generation has succeeded in advancing to top-tier leader’s positions in the firms, and occupied the majority in the upper-class labor market status. In turn, the study demonstrates that such cohesive generational networks led to longer duration of members of the generation in firms and higher rates of income increases, which exacerbates excessively competitive job market situations for younger generation. The study concludes with a theorization of the concept, ‘network hierarchy’, making a request for the politics ofinter-generational equity.
